Holyrood the New Westminster?

It's funny isn't it how quickly politicians revert to type and do the things they said they wouldn't. Kenny MacAskill has angered Scotland's eight police authorities by giving them just two weeks to respond to an SNP plan to give Paddy Tomkins, HM chief inspector of constabulary , a more formal role in appointing senior officers. The Holyrood Justice Secretary, has been threatened with legal action by furious councillors over a move to give ministers new "veto" powers in the appointment of chief constables.

I thought that the SNP were all in favour of more local powers; here they are doing what they accuse Westminster of doing.
